Medvedev backs idea of changing territorial jurisdiction of terrorism-related trials

Russian President Dmitry Medvedev has supported Investigative Committee chief Alexander Bastrykin’s idea of trying suspected terrorists and extremists outside the territory where the crime was committed.
“We know what facts are involved and should rule out factors exerting flagrant pressure on courts and jurors. The situation in our country is not sterile in this respect,” Medvedev said at a Prosecutor General’s Office board session on Wednesday.

“We know that there are intimidations and bribes, and therefore such amendments to the law could probably be helpful. This needs to be analyzed, and I would like to ask the Supreme Court to consider the introduction of special rules regarding territorial jurisdiction and its amending based on a Supreme Court ruling,” Medvedev said.

Bastrykin proposed earlier that territorial jurisdiction of trials dealing with extremism and terrorism be changed in exceptional cases.

“We deem it appropriate to invest the Russian Supreme Court with the right to change territorial jurisdiction of criminal cases in some exceptional instances, primarily as regards extremism- and terrorism-related cases,” Bastrykin said at the same board session earlier on Wednesday.

He pointed out that this problem is especially important for the North Caucasus region.
