A report commissioned by the Scottish government said there was an immediate need for a review of their funding. The estimated cost of operating them over the next three years is more than £40m. CCTV when monitored properly has been proved to help reduce crime. It must be remembered though that CCTV is only one weapon used in the fight against crime. In order for CCTV to be the chief weapon systems must be well maintained and planned properly in order to easily handle large amounts of video data and support advanced searches of archive video.
Certainly the solution at North Lanarkshire Council does reduce crime and the fear of crime as described here. http://www.controlware.co.uk/en/case-studies/north-lanarkshire-council.html
